Una industria de alto voltaje en República Dominicana

Un gasoducto de 50 kilómetros pretende lleva gas natural desde el municipio de Boca Chica hasta San Pedro de Macorís. La inversión de US$100 millones de la empresa Energía Natural Dominicana (ENADOM) tiene el objetivo de reconvertir complejos eléctricos de 750 megavatios desde sistemas de fuel oil número 6, hacia el gaseoso etéreo cuyos futuros a mediados de enero se cotizaba a US$2,146 la tonelada métrica en el mercado de commodities de Nueva York.

Esa inversión privada encaja perfectamente en el plan. República Dominicana tiene dos grandes prioridades en materia de electricidad, que son la diversificación de la matriz de producción de energía eléctrica y la en el gas natural, una base de generación que los planificadores estatales señalan como amigable con el ambiente.

Si el gas natural es ecosostenible o no es una de las cuestiones que llevan al debate a diversas facciones de protectores medioambientales, pero lo que sí es demostrable es su conveniencia financiera, debido a que nuevas comprobaciones de reservas han recortado los precios de sus contratos a futuro, que a mediados de 2018 se encontraban a US$3,000 en la plataforma de materias primas de Nueva York.

El negocio de la industria eléctrica se mantiene con fuerza. Las instalaciones del capital extranjero en el sector tienen el valor de US$1,867.6 millones, de acuerdo con el Banco Central de la República Dominicana, en torno a lo invertido entre 2010 y mediados de 2019.

Ahora bien, el aporte de la electricidad al producto interno bruto (PIB) también es fuerte, solo entre enero y septiembre de 2019, el tamaño de esta industria alcanzó los US$1,000 millones, en consonancia con los US$1,300 millones de volumen de este sector en el año 2018 completo.

Estos números y el hecho de que la Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE) ha resaltado el interés del Gobierno dominicano en la reconversión de centrales eléctricas que operan con derivados de petróleo y la creación de nuevas infraestructuras para la recepción, procesamiento, almacenaje y distribución de gas natural, resultan en la preparación del terreno para despertar el apetito de inversionistas locales e internacionales en este negocio. Las expectativa del Ministerio de Energía y Minas es que en 2020 se materialice la conversión a gas natural de plantas en la zona este del país, con una capacidad de 940 megavatios, una tercera parte de la potencia instalada en territorio dominicano. La capacidad instalada del país es de 3,981 megavatios.

El Estado considera esto incluso un objetivo en la lucha contra el cambio climático. Calculan que si se logra esa conversión el país estará en capacidad de cumplir con el compromiso internacional establecido en la Contribución Nacional Determinada, en lo que respecta al sector eléctrico, de evitar unas 800,000 toneladas de dióxido de carbono y gases contaminantes a la atmósfera, de cara al 2030, plazo interpuesto por el Acuerdo de París firmado en abril de 2016.

Desde que entró el siglo 21, el Gobierno dominicano ha apostado por el gas natural como una matriz energética de transición entre los derivados del petróleo y nuevas formas más limpias y sostenibles. Es que este combustible es una mezcla de hidrocarburos con gases de origen natural, se destaca por contener metano y otras partículas alcalinas, que son las que permiten la viabilidad eléctrica pese a su bajo peso.

El 26.6 % de la energía enviada al Sistema Eléctrico Nacional Interconectado (SENI) se genera con gas natural. Su precio y limpieza hacen sea el favorito de políticos, activistas por el medio ambiente y empresarios, sin embargo solo puede surcar los mares por medio de tanqueros especializados y ya en tierra los puertos deben tener instalaciones especiales para descargarlos. La misma empresa ENADOM plantea inversiones por US$200 millones más en torno a esto, incluyendo un centro de acopio en Boca Chica con capacidad para 120,000 metros cúbicos del gas.

La energía limpia es el nuevo nicho de atracción de capitales locales y transfronterizos. De acuerdo con el Índice Energético de Bloomberg, entre 2019 y 2025 el mundo habrá sido testigo de inversiones por el orden de US$322,000 millones en fuentes de electricidad limpia como los paneles fotovoltaicos y los molinos eólicos, para apoyar la cuarta revolución industrial, la movilidad eléctrica y la reducción de gases de efecto invernadero provocadas directamente por la industria eléctrica. República Dominicana se monta en la ola.

El sol de Barahona busca ser canalizado hacia la potencia eléctrica que necesitan 15,000 familias con Canoa Solar, que aporta 25 megavatios de potencia, a cambio de una inversión de US$45 millones.

Otro parque solar, en Mata de Palma, Guerra, agrega la potencia de 50 megavatios al SENI, con una inversión que alcanza los US$70 millones. El complejo consta de 2,000 panales solares, que aprovechan las altas horas/sol que caracterizan a la zona ubicada en la parte norte de la provincia Santo Domingo.

La energía solar no está diseñada, aún, para impulsar grandes producciones de electricidad, pero su versatilidad le ha valido un lugar especial en el autoabastecimiento de diversas estructuras. Por ejemplo, el Ministerio de Defensa y la Comisión Nacional de Energía instalan paneles fotovoltaicos en 70 cuarteles destinados al patrullaje de la frontera con Haití. Esa potencia sería también la que permita el encendido de las cámaras de seguridad y la recarga de los drones a utilizarse en la vigilancia de la línea fronteriza terrestre.

El viento ha soplado fuerte en Puerto Plata. El Parque Eólico Los Guzmancito fue la materialización de una iniciativa de US$100 millones, con la capacidad de fortalecer la oferta eléctrica nacional con 48 megavatios. Proyectos como este combinan dos líneas de pensamiento: por un lado se trata de la lógica de la rentabilidad y por el otro procuran el ideal de la protección del medio ambiente. Resulta prioritario en este nuevo escenario establecer estructuras que funcionan a nivel de negocio, al mismo tiempo que se respetan los principios del bien común.

El sistema eléctrico nacional habrá recibido la inyección de 2,050 megavatios nuevos durante 2012 y 2020, proyecta la CDEEE. Desde el 2012 hasta finales de 2019 han entrado ya 950.5 megavatios nuevos, de los cuales alrededor del 50 % es energía renovable y no dependiente del petróleo.

Los complejos energéticos Los Cocos II de 42.8 megavatios, Larimar I y II (97.8), San Pedro Bioenergy (30), Monte Plata Solar (30), Montecristi Solar (58), Hidroeléctrica Palomino (80), Ciclo Combinado Los Mina VII (114), Ampliación Barahona Carbón (6.2), Los Orígenes (60) y Quisqueya I y II (430) son algunos de los ejemplos que registra la CDEEE.

Esos proyectos son en su mayoría de inversión privada. Aunque la máxima disrupción del mercado energético la promete la Central Termoeléctrica Punta Catalina, dos plantas a base de carbón que combinadas tendrían 752 megavatios de capacidad, sobre las cuales se estima una inversión pública de US$2,200 millones. El Gobierno tiene la intensión de comercializar el 49 % de las acciones en una operación de private equity.

La lucha contra el cambio climático, regulaciones favorables como la obligación de las empresas distribuidoras de electricidad a comprar primero la energía y apoyos fiscales aumentarán el voltaje de las inversiones en la industria eléctrica en 2020.
