Autosuficiencia alimentaria en RD, la meta para 2020
El ministro de Agricultura, Osmar Benítez, ha ratificado en varias oportunidades que la República Dominicana cumple en materia agropecuaria con más del 85% de la canasta básica y que para 2020 se estará completando el 100% en producción; a esto se suma el gabinete agropecuario del Gobierno que tras pasar balance a las ejecutorias de las metas presidenciales.
Benítez dijo que el país está cumpliendo satisfactoriamente los objetivos propuestos en materia de producción, para de esta manera satisfacer la demanda alimentaria, de la canasta básica de productos de origen agropecuario, requerida por el pueblo dominicano.
“Al finalizar este cuatrienio (en 2020) seremos de los pocos países latinoamericanos que suplen en un 100% la demanda alimentaria de sus ciudadanos”, sostuvo el ministro de agricultura, quien además resaltó los avances que se han logrado en los sectores rurales y en especial los destinados a la producción agropecuaria gracias a las políticas de inversiones que realiza el Estado a través del crédito y apoyo a esta tan importante actividad económica.
Producción agrícola y seguridad alimentaria
La FAO lanzó su Programa Especial para la Seguridad Alimentaria, cuyo objetivo principal es ayudar a los países a mejorar su seguridad alimentaria nacional a través de incrementos rápidos en productividad y producción de alimentos y la reducción de la variación interanual de la producción, sobre una base sostenible económica y ambientalmente.
República Dominicana logrará completar su autosuficiencia alimentaria en 2020, según una evaluación realizada por las entidades que conforman el gabinete agropecuario del Gobierno; los avances que se han logrado en el agro, gracias a las políticas de inversiones, y a la facilidad de crédito de parte del Banco Agrícola rinden sus frutos y son sin duda, el constante viento que empuja las velas de la producción nacional.
Entidades como el Banco Agrícola durante el último reporte correspondiente al mes de septiembre de 2018 presentó créditos superiores a los RD$45 mil millones. De su parte el Fondo Especial de Desarrollo Agropecuario (FEDA), que brinda soporte a las visitas sorpresa, entre otras, asociaciones de pequeños piscicultores, beneficiando a unos 300 productores.
También el Codopesca ha aportado unas 900 mil libras de tilapia a la dieta nacional y estiman que para el 2020 el país estará produciendo unas 4 millones de libras, lo que supliría la demanda nacional y se podría exportar el excedente.
República Dominicana tiene como uno de sus mayores objetivos lograr que todos sus habitantes tengan acceso a una alimentación digna. Para ello, en la actualidad el país produce un 85% de los bienes agropecuarios y agroindustriales que comprenden la canasta básica.
Exaltó el soporte a los agricultores y ganaderos que representa el Seguro Agropecuario (Agrodosa) e informó que a la fecha ha duplicado los beneficiarios y supera los dos millones de áreas aseguradas, representando un 169% de incremento, superando en más de un millón de tareas las metas trazadas para la entidad. Expresó que el IDIAF y el CONIAF están brindando soporte en materia de investigación a varias áreas de producción.
En el caso del IDIAF están en proceso de introducir tres nuevas variedades de café resistente a la roya. Y el CONIAF está apoyando a los pequeños productores de ovejas, chivos y conejos, además está en proceso de soporte para la producción de limón y de pitahaya en Santiago.
En materia de mercado y comercialización el Inespre dispone de 77 bodegas móviles y 18 fijas, además de 97 mercados de productores y 19 agromercados donde se vende a precios bajos rubros de producción nacional.
El aporte que Mercadom realiza para la redistribución de productos del campo a los mercados minoritarios de la Capital es encomiable, razón por la cual se estarán instalando seis nuevos mercados en diferentes zonas del país.
República Dominicana produce el 100% de varios alimentos de la canasta básica. Productos como el arroz, los plátanos, yuca, huevos y pollos, son los que suplen la demanda y con los que se ha logrado la autosuficiencia productiva a nivel nacional.
El único inconveniente que actualmente enfrenta el campo en su producción es una sequía estacionaria que podría ser superada a partir del segundo trimestre de 2019, y el que está afectando a la producción ganadera y agrícola en especial en las zonas norte y sur del país, afectando de manera negativa en rubros como plátano, guineo, habichuela, así como en la producción láctea y en ganado de carne.
De frente a esta situación, el informe presentado por el Instituto Dominicano de Recursos Hidráulicos (Indrhi), ha informado que tiene en ejecutoria varios proyectos para previsión y almacenamiento de agua como construcción de infraestructuras, presas, lagunas, pozos, entre otros para garantizar el suministro del líquido para consumo humano y para cultivos”.
